Dubai, United Arab Emirates (CNN) -- Russian President Vladimir Putin has publicly rebuked the Russian Minister of Industry and Trade for acting "too slowly" in completing orders for military and civilian aircraft.
Putin said during the first virtual meeting with ministers this year, last Wednesday, addressing Minister Denis Manturov, "It takes a long time! Don't we understand the conditions we are going through?"

The Russian president added: "Companies need to know their immediate plans and orders. They need to hire workers, they need to maintain or expand production capacity, do you understand that? They need to know how much the military department will order, how many civilian aircraft will be required, but some companies She has no contracts until 2023."
Denis Manturov replied: “In fact, this year the Ministry of Defense confirmed its order numbers for all companies, moreover - as I informed you - Russian helicopter companies have taken out loans - we are talking mainly about helicopters - in order to sign contracts with their suppliers, Therefore, we have all the plans prepared for the current year as well as for the next year."
Putin replied, emphasizing: "It takes a very long time. Please, I ask you to speed up this process."
After another conversation with Manturov, Putin said: "You say everything is ready, but there are no contracts, that's what I'm telling you. Let's discuss this after the meeting. The managers told me that no contracts were signed with the companies. Why mess around?"
Manturov replied: "It will be ready this quarter, depending on the available funds within the framework of the budget."
Putin said: "I want all this to be done within a month. What quarter are you talking about? Don't you understand the conditions we are in? Please complete this work no later than a month?"
The minister replied, "We will try to do our best."
To which the Russian president replied: "No, don't try to do your best. Please get this done within a month, maximum."
